Belgium keeps tight reins on euthanasia legislation

Belgium partially legalised euthanasia in 2002. The “act of ending the life of a person on the request of that person” is controlled by a commission that reviews patients and doctors declarations.

During 2004 and 2005, according to the commission, 742 cases of legal euthanasia were reported – 31 per month, reveals Belgian newspaper Le Soir. A significant increase from 2002-2003 when only 17 euthanasia a month took place. Still, euthanasia only concerns between 3 and 4 deaths in a 1000.

The commission explains this increase as the result of progressive diffusion of information on euthanasia rather then a change in attitude.

In the end, there was no ‘wave of euthanasia’ as some had feared and Belgium did not become a morbid tourist destination for ‘special’ visitors as others had feared.

Belgian law had taken this possibility into consideration and includes a clause necessitating a long-term relationship between the doctor practicing euthanasia and the patient putting and end to his or her suffering.

Consequently potential candidates need to reside in Belgium to be granted this right.

The main age-groups who have euthanasia are people in their 40’s and people over 80. But people over 80 constitute a mere 17 percent of all euthanasia cases in Belgium while they represent more than a half of non-assisted death. As Le Soir puts it; Belgian “doctors did not become old-people murderers.”

Most euthanasia cases, 83 percent, involved patients suffering from terminal or generalised cancers. In these cases the patients were, for the most, unlikely to live for more then a few months.

Some statistics are surprising: 39 percent of cases, euthanasia was carried out at the patient’s home. Also, only 14 percent of all declarations were written in French; perhaps showing another of difference between Dutch-speaking and French-speaking Belgians.

Eleuthera continues to sell — as it has consistently since l992 –the Italian version of ‘Final Exit’ — “Eutanasia: Uscita Di Sicurezza: Istruzioni per l’uso”. The same book is also published in Spain under the title “El Ultimo Recurso” (Tusquets, Barcelona.)

This book trade activity indicates the rise in interest in Italy in the subject of the right to choose to die. And dispels the myth that Catholic countrries like Italy and Spain do not have an outspoken liberal wing.

Some have been asking whether the Australian ‘Peanut Project‘ (This blog 9 Sept 06) in trying to produce a home-made form of the barbiturate, pentobarbital, succeeded or not.

As at this date (11 Oct 06) the Assay result has not been reported to us. Thus we do not know.

I should point out that the concept of the ‘Peaceful Pill’ means any form of self-deliverance (suicide legally) which brings about a hastened death in a quick, easy, non-medical manner. It does not mean just one simple pill to be popped and you’re checked out! Although may be ideal it may not be achieveable. We shall see.

All this research and hullaballoo into the P.P. would be unncessary if all countries changed their laws — as in the Netherlands and Belgium already — to allow physicians to administer pentobarbital intravenously to dying people who request it, accompanied by sensible rules and safeguards. But currently, politically this is a dream.

It is interesting to note in the 2005 data issued by the Dutch Review Committees on hastened death that relatively few dying persons opt for the doctor to help them to die by oral ingestion of lethal drugs.

Open letter to the President of the Republic, Giorgio Napolitano

Mr President,

I am writing to you, and through you I am addressing also those citizens that will have the opportunity to listen to these words, to this cry of mine, which is not one of desperation, but one full of human and civil hope for our country.

Until two and a half months ago, my life may have been marked by rather serious difficulties, but I was able, at any time of the day, to use my computer and write, read, do research and chat with my friends on the Internet. Today, I seem to have fallen into an abyss from which there is no exit.

The day starts with the alarm of the lung ventilator device, while humidifying filter and the mouth catheter is changed, the day continues with the radio in the background, between frequent aspirations of tracheal secretions, the monitoring of oximetric parameters, personal cleaning, medication, and Pulmocare beverages. I used to get up at ten at the latest, and start writing on my PC. Today, my pathology, muscular dystrophy, is in such advanced state, that I cannot make any movements, and my physical balance has become extremely precarious. I get up at noon with the help of my wife and an assistant, but more and more frequently I find myself sitting without opening my computer, because I feel dead tired. I force myself on the chair to assume, for at least an hour, a position other than lying in bed. When I go back to bed, at times I fall asleep, but wake up in a fright, perspiring and more tired than before. I turn on the radio, but listen to it without paying attention. I cannot concentrate because I am constantly thinking on how to put an end to this life. Around six, I make another effort to sit, with the help of my wife Mina and my nephew Simone. Every day I get worse, weaker and more tired. After about an hour they take me back to bed. Suicide pill presented at right-to-die meeting

TORONTO — An Australian physician attending a global conference of right-to-die organizations intends to display what he says is the first do-it-yourself suicide pill.

The pill was devised by a group of 20 Australians with degenerative and terminal illnesses.

Group members, aged from 55 to 94, have taught themselves the chemistry to make a lethal barbiturate whose main component is amylobarbitone, said Dr. Philip Nitschke, executive director of Australia’s national dying with dignity organization, Exit International.

Barbiturates are drugs that act as central nervous system depressants.
